Overview
​
We were initially engaged to support a large-scale workforce reduction during the early stages of the COVID-19 pandemic. As conditions shifted, the organization secured new state and federal contract awards, requiring an immediate pivot to rapid workforce expansion.
​
Our team led a comprehensive transformation encompassing accelerated hiring, state and federal contract execution, and HR modernization while maintaining strict compliance across publicly funded programs.

The Challenge
​
Just Us 4 Youth faced significant operational uncertainty due to anticipated funding reductions. Leadership prepared for a reduction in force, impacting nearly two-thirds of the staff.
​
Within months, new contract awards reversed the trajectory and required:

Rapid hiring at scale

24/7 staffing for federally funded programs

Compliance with complex grant and reporting requirements

Remote operations without existing digital HR infrastructure
At the time, HR processes were largely paper-based, and no scalable remote hiring or onboarding systems existed.
Our Approach

​Workforce Strategy Pivot
​
Upon securing a $2M contract, we immediately shifted from workforce reduction to expansion. Staffing strategy, workforce planning, and HR infrastructure were redesigned to support rapid growth and compliance.
​
State & Federal Contract Execution
​
From May–October 2021, we supported execution of a $10M federal subcontract, staffing and managing 24/7 operations at Fairplex (Pomona) in support of migrant children case management services. This required workforce scheduling, multi-agency coordination, and oversight in a highly regulated environment.

​
We managed compliant execution and reporting across multiple publicly funded programs, including:

HR Digital Transformation
​
In parallel, we led a full transition from paper-based HR processes to paperless, employee self-service workflows, improving efficiency, accuracy, and employee access to HR resources.
The Result
​
2019 (Pre-Engagement): JU4Y operated at a smaller scale with limited infrastructure, generating $547,654 in revenue and operating at a net loss.
​
2020 (First Year of Engagement): Following engagement, workforce strategy, HR controls, and compliance processes were stabilized, resulting in revenue growth to $1.27M and a return to profitability.
